D2.2 “Holistic Regulatory Framework V2” presents the final version of the Holistic Regulatory Framework (HRF), a comprehensive approach to regulating AI-based democratic processes. The HRF is designed to ensure lawful, ethical, inclusive, and transparent AI governance. It provides a detailed structure aimed at promoting fairness and inclusivity in AI-driven public services, addressing 15 key dimensions of AI governance.
The extensive research and fieldwork underpinning this framework include a thorough literature review and valuable insights from focus groups conducted with underrepresented populations on their perceptions of public services in the three AI4Gov pilot countries, Greece, Slovenia and Spain. The result of the overall research approach conducted in D2.1 and D2.2 has informed concrete specifications for the HRF’s 15 dimensions and recommendations for building self-assessment tools to ensure trustworthy AI. Specific technical suggestions and strategies for promoting inclusivity in AI applications are also presented in this deliverable. The HRF seeks to establish a regulatory framework that ensures lawful, ethical, inclusive, and transparent AI governance. The HRF envisions a framework that will be regularly updated and reinforced in line with AI technological advancements, improving public services while safeguarding the rights and interests of all citizens and fostering a more equitable and just society.
